That position dooms his chances. He's not the kind of guy who would have been extensively scouted, and his record has red flags on it (three years in the past five would have been awful by MLB standards, and he's 35, to name a couple). He's not as attractive to the majors as he thinks he is.

I can't imagine any MLB team giving Koji Mitsui a major league contract and using a 40-man roster space in the process. If he is willing to sign a minor league deal, he could get an incentive-laden contract, but more than that is highly unlikely.
I also think that the failures of Fukumori and Yabuta in the majors in 2008 factors into the equation for teams looking for extra relief help over the long season. It is better to bring in guys off the scrap heap like Mitsui -- as the SF Giants did with Keiichi Yabu last season -- on minor league deals and see if they can help the team, with little lost if the player fails to perform adequately.
