International Draft?

International Draft?
An international draft in the MLB sounds like a great idea, but what would stop it from happening sometime in the near or far future?

It was supposed to be part of the new CBA, but it looks to have been dropped. I read somewhere that most teams thought it would be a nightmare to pull off. Some thought it might even be a bad thing.

Right now teams like the Royals and Twins can sign a bunch of Dominicans and Venezuelans for little money. If even one pans out then it was worth it. If they had to draft each player and sign them to a formal contract then it might get costly. Add in the cost for more scouts.

Also there is a fear that an international draft would hurt American players. Not that it would change the numbers of Americans in MLB, but it would give teams less of a reason to scout and draft lower level American players (think Mike Piazza in the 62nd round). It wouldn't be shocking to see some teams spend half of their draft on foreign players.
