Waaaaay back in NPB history, the Central League had the 12 inning tie rule, but the Pacific League played 15 innings before calling it a draw. Just by going another three innings, ties were very rare in the Pacific League, while they seem to be very prevalent in the Central. Just by tacking on three extra innings, a team's bullpen depth is really exposed, and the likelihood of a decided conclusion is much greater.

If unlimited innings are too much of a burden on teams and fans, and 12 innings results in too many ties, increase it to 15. That worked out well for the Pacific League before they adopted the Central League's 12 inning rule.
