Playoff Cut-Off Date?

Playoff Cut-Off Date?
Ok, I've heard something about this, but I not only don't understand it, but I also don't know how it works. So I hear that there is a cut-off date in the Pacific League for the top 3 in the playoffs. Is this true? What, if it exists, is the point?
