Chunichi signs L. Martinez
The Dragons signed pitcher Luis Martinez [Baseball Reference] to a 1 year deal worth $300,000. Martinez is 0-3 with a 9.92 ERA in 4 major league games. [Link - Japan Ball]

I struggle to understand why Japanese ball clubs throw money at foreign players. I can't understand why Chunichi would want to spend money on a MLB reject as opposed to developing a local player.

I think it makes a tremendous amount of sense to do (heck, if it didn't work, teams would often not fill out their quota) - provided that they make good choices. Martinez is not one - he has good stuff, but iffy control and is considered a bit of a headcase.
