Kuroda to Stay with Carp!
The Chugoku Shinbun is reporting that Kuroda will not declare free agency and will remain with Carp next season [in Japanese]. Great news for Carp fans!

I couldn't have read the Japanese if the link were still available. Was it a one year deal or multiple years?

It was a four year deal.

If I remember correctly in the contract it also states that if Kuroda decides to go over to the MLB during the period of the contract, the Carp will need to grant his wish. Can anyone confirm this?

I had to do a fair amount of digging through Google, but it seems the answer is it's a four year deal but that Kuroda does have the option to leave for the majors.
