Pitching Dominant?

I've recently started researching the history of Japanese baseball, and looking at the top batters and pitchers in Daniel E. Johnson's "Japanese Baseball: A Statistical Handbook" the following struck me:

Compared to MLB career stats, the batting averages were down with only 15 players (minimum 4,000 ABs) hitting .300 or over, with ERA (minimum 2,000 IP) being low, too, with 16 being under 2.50.

Am I missing something or is Japanese baseball much more pitcher dominant than MLB?

Is it simply that pitchers, generally speaking, are better than hitters in the Japanese pro league?

Nowadays, NPB is about as offense-oriented as MLB, and during the 1980s it was more offensively inclined. For a long time, though, runs/game have been much lower. I don't know if this was due to park effects, rule enforcement, climate, playing style or some other reason.
