15-Second Rule?

15-Second Rule?
Has the 15-second rule come into effect yet? I could have sworn I read something about it being enforced starting in June, but I can't find where I saw that now. I also can't find any clear evidence that it's being enforced already? Can someone clarify? Commish?

It's a community of Pro Yakyu fans who have come together to share their knowledge and opinions with the world.
